Four provinces that Russian President Vladimir Putin claimed to have annexed in late September have been the focus of the latest battles of Russia’s war in Ukraine.
The provinces make up the Donbas, an expansive industrial region bordering Russia that was the focus of the war from the beginning and where Moscow-backed rebels have fought since.
Like Mariupol, it spent weeks without water and power before Moscow launched massive strikes to take out public utilities.
Almost all of Luhansk was captured by Russia during the summer, but the Russian military has been trying to encircle the city of Bakhmut.
Russia bombarded Bakhmut with rockets for more than half a year. The Ukrainians were forced to withdraw from Luhansk in the summer.
The deal was intended to cool tensions after pro-Russia rebels seized territory in the Donbas, sparking a war with Ukrainian forces that ballooned into a war with Russia.
The Southern Operational Command said Russian troops had attacked energy facilities in the Odesa region.
Russia first occupied the city in May but withdrew in October.
