Three people have died after an explosion at a block of flats. The building in St Helier collapsed with about a dozen people missing.
Two people who had been in the hospital earlier have been released. Robin Smith said the site would be searched throughout the night.
Mr Smith warned people not to speculate, as there are a number of working hypotheses as to what happened.
The main challenge is that we have a dangerous structure that has collapsed, so anything that we do, or do in the wrong way, may endanger the chance.
“This is going to take some days and we will keep everyone updated and fully informed, and we will do our best to ensure everyone is looked after,” Ms Moore said.
“I commend the work of the emergency services responding and we are ready to support any way we can,” he said.
